Why 2026 Became a Turning Point for Betting Advertising
In 2026, Russian legislation in the field of gambling advertising underwent serious changes that affected all market participants — from betting companies to bloggers and streaming platforms. From January 1, 2026, amendments came into force that increased the tax burden on bookmakers: now companies are charged 7% of the difference between bets and winnings, and income tax has increased to 25%. This led to a significant reduction in marketing budgets and a revision of sponsorship contracts with streamers.
As streamer Alexander VooDooSh Shalchinov noted, the new conditions "cut bookmakers' income many times over," which led to a reduction in marketing expenses and a decrease in streamers' salaries. According to his forecasts, 2026 will be "a different world" for streaming, where many projects will be cut, and streamers will be forced to take more advertising to compensate for the drop in income.

Advertising activities in the field of gambling are regulated by several key documents:
- Federal Law "On Advertising" (No. 38-FZ), Article 27 — establishes general requirements for advertising betting companies.
- Federal Law No. 244-FZ — on state regulation of gambling organization activities.
- New amendments coming into force on September 1, 2026 — tighten requirements for risk warnings and introduce new obligations for bookmakers.
Key Rule: Only Legal Bookmakers
The main requirement that bloggers and streamers must comply with: only legal operators connected to TSUPIS and licensed by the Federal Tax Service are allowed to be advertised. All other bookmakers are outside the law. Advertising of illegal online casinos and betting companies is strictly prohibited and entails serious responsibility.
Permitted Platforms for Advertising Placement
The law clearly defines where betting advertising can be placed in Russia:
- Media and online media — print publications, websites with media licenses.
- Television and radio — only from 10:00 PM to 7:00 AM.
- Sports facilities — stadiums, ice arenas.
- Official websites and applications of bookmakers.
- Social networks and blogger channels — with mandatory labeling.

- In video advertising — at least 5 seconds and at least 7% of the frame area.
- In radio advertising — at least 3 seconds.
- On the Internet and outdoor advertising — at least 10% of the advertising space.
What Sanctions are Provided for Violations in Betting Advertising
Administrative Penalties under Article 14.3 of the Code of Administrative Offenses
In relation to bloggers and streamers who commit violations when placing advertising materials, Article 14.3 of the Code of Administrative Offenses is most often applied. This norm establishes the following penalties:
- For individuals — from 2 to 2.5 thousand rubles.
- For officials — from 4 to 20 thousand rubles.
- For organizations — from 100 to 500 thousand rubles.
However, starting from 2026, the scale of responsibility significantly increases. For promoting illegal gambling platforms and unlicensed betting companies, multiple increases in fines are provided. Updated penalty amounts:
- For citizens — up to half a million rubles.
- For legal entities — up to seven million rubles.
In addition to financial sanctions, user accounts that systematically distribute advertising of illegal gambling are subject to blocking by order of Roskomnadzor.
Criminal Liability under Article 171.2 of the Criminal Code
If it is a matter of advertising illegal casinos or betting companies, the act may be qualified under Article 171.2 of the Criminal Code, which provides for liability for illegal organization and conduct of gambling. Possible penalties:
- A fine ranging from 300 thousand to 1.5 million rubles.
- Imprisonment for up to six years — depending on the circumstances and severity of the committed act.
