The Telegram messenger was introduced to the public in 2013. It was created in view of the lack of the possibility of secret correspondence due to wiretapping and surveillance of special services, which, in turn, violates the Constitution of the country. From the moment of release to the present day, the owner of Telegram is Pavel Durov, who left the social network Vkontakte.
