In 2026, a new player with the ambitious name MAX appeared on the market of domestic communications. The project, which became known after a series of high-profile contracts with government agencies and large businesses, is positioned as a "secure alternative to Telegram." This article breaks down what MAX is, what its capabilities are, and whether it has a chance to compete with the main messenger of the Russian Internet.
What is MAX and where did it come from
MAX is a Russian cross-platform messenger developed by "Communication Technologies" (a structure close to "Rostec"). The project was announced at the end of 2025, and a full launch took place in March 2026.
Unlike many "Telegram killers" that closed down after six months, MAX initially received serious financial backing and administrative support. According to unofficial data, more than 4 billion rubles have been invested in its development.
The main audience at launch consists of civil servants, employees of state corporations, and large businesses who are legally or corporately prohibited from using foreign messengers for work correspondence. By summer 2026, MAX reported 3 million active users, of whom about 700 thousand were private individuals who switched voluntarily.
Key MAX Features
MAX cannot be called just a "Telegram clone." The platform has a number of unique features, and some familiar things are implemented differently.

In MAX, all private messages, groups, and channels are encrypted using the MTP-5 protocol (a Russian development based on Signal). 3. "Silence mode" for contacts. You can configure a specific person to only see certain topics. For example, for the boss, only "work chats" are highlighted, and for friends – "personal." Telegram does not have such flexible privacy settings.
4. AI assistant within the chat. MAX has a built-in neural network, MAX AI, which can search chat history, convert messages to voice (and vice versa), summarize long discussions into key points, and even reply to messages for you using pre-set templates. The function works on Russian servers, without transferring data abroad.
5. Single account through Gosuslugi (optional). MAX offers to link an account to ESIA (Gosuslugi) – this provides automatic identity confirmation, unlimited access to government services, and simplified login to government portals. For regular users, this is an option, not an obligation. Those who do not want to link Gosuslugi register by phone number, like in Telegram.
6. Its own payment ecosystem. Built-in MAX Pay wallet with Mir card and SBP linkage. Transfers between users are free and instant. Payment for goods within channels and chats (subscriptions, merchandise, donations) – with a 0.5% commission (Telegram Wallet has higher commissions and cryptographic exchange linkage).
7. Unlimited channels without subscriber limits. In Telegram, channels with 5000+ participants sometimes face restrictions due to complaints. MAX promises no unmotivated blocks – only by court order or clear violation of the law. For businesses, this is an important signal.
How MAX is better than Telegram
Let's move to the main question. In which scenarios does MAX objectively win?
1. Security and privacy. Telegram only has end-to-end encryption in "secret chats." Regular chats and channels are stored on servers in unencrypted form. MAX encrypts everything, always. For lawyers, doctors, journalists, and business people who conduct sensitive negotiations, this is a decisive argument.
2. Speed within Russia. MAX servers are located in Moscow, St. Petersburg, Novosibirsk, and Yekaterinburg. Delays (ping) are 3-5 times lower than with Telegram, whose servers remain abroad. Files and videos load instantly on any network, including mobile internet in the subway.
3. Legal compliance. For Russian companies, using MAX means compliance with 152-FZ (on personal data). Storing data on servers in the Russian Federation allows avoiding a mass of permits and not fearing Roskomnadzor checks. Telegram is legally outside Russian jurisdiction, which constantly creates risks for businesses.
4. Traffic and battery saving. MAX is optimized for weak networks and old phones. In tests, the messenger consumes 25% less battery power during active use and 30% less mobile traffic compared to Telegram.
