TikTok Ads in 2026: What They Cost, How to Launch and Which CPM and CTR Count as Normal
TikTok ads are sold through an auction, so there is no fixed price list: you pay per thousand impressions, per click or per view, and the price is set by competition for your audience. The official entry threshold in TikTok Ads Manager is this: the daily campaign budget must be above $50, and the daily ad group budget must be above $20. TikTok does not publish average prices in its help center. According to analytics services' reports for 2025–2026, CPM usually sits around $4–6, CPC runs from a few cents to a bit over $1, and CTR is about 0.5–0.8%. This is a market benchmark, calculated mostly on online stores, not a norm for your channel. Launching in the dashboard comes down to a few steps: account, objective (and a pixel if you send people to a website), audience, creative, payment and moderation.
How TikTok charges: the auction and payment models
Every ad impression is decided in an auction among advertisers who want to reach the same viewer. TikTok splits auctions into two types. Brand auction is for the Reach, Video Views and Community Interaction objectives: the system fills in a recommended bid itself and shows a reach forecast. Performance auction is for traffic, leads, app promotion and sales: here the bid is entered manually for some of the objectives. TikTok calculates the recommended bid from campaign history, user behavior and the current state of the auction.
The payment model (in the dashboard it is called the bidding method) depends on the campaign objective:
| Model | What you pay for | Objectives it is used for |
|---|---|---|
| CPM | Per 1,000 impressions | Reach |
| oCPM | Per 1,000 impressions, but the system looks for people more likely to take the desired action | Conversions, app installs, leads, subscriptions, sales |
| CPC | Per click | Traffic, conversions, community interaction, profile visits |
| CPV | Per view of 6 seconds or longer, or an action within the first 6 seconds | Video views |
For conversions and app installs, TikTok uses oCPM by default. On top of the model you pick a bidding strategy. Maximum Delivery spends the budget to collect as many target actions as possible, but the price of each one will fluctuate. Cost Cap keeps the average cost of an action near the amount you set, sometimes a little above and sometimes a little below.
Minimum budget and how much to set aside for a test
The official minimums are published in the TikTok help center and are stated in dollars:
- daily campaign budget: more than $50;
- daily ad group budget: more than $20;
- lifetime ad group budget: at least $20 multiplied by the number of days, so a 31-day campaign needs $620 or more.
TikTok advises changing the budget no more often than once every two days and gradually: during the learning phase by no more than 40% at a time, after it by no more than 30%.
A separate point is learning. In the first days the system looks for suitable people and results jump around. According to TikTok's help center, the variance usually shrinks after roughly 25 target actions or 7 days. So an honest test of one ad group is a week with no pauses and no edits. At the minimum of $20 a day that comes to about $140 per group, and two or three groups to compare audiences or creatives are already $300–400. We simply multiplied the official minimum by the recommended duration; TikTok itself does not name such a sum.
If you need to give one video or stream a push without the dashboard, there is the built-in Promote, whose minimum budget is not officially published. We covered how it differs from the dashboard in the comparison TikTok Promote vs Ads Manager.
How to launch ads in Ads Manager
- Create an ad account. Sign up on the TikTok for Business page with an email or phone number, then fill in the advertiser details: country, industry, legal name, time zone, phone and currency. The name must match the real one, otherwise the account may not be approved. Review usually takes less than a day. You can build campaigns in advance, but they will only start running after approval.
- Decide where you send people. If it is a website, first install the TikTok Pixel: Tools → Events Manager → connect a data source → Web. The pixel is installed through a partner (for example Shopify or Google Tag Manager) or manually with code, and you can check it with the Pixel Helper extension or in the test events section. If the goal is followers and views, you do not need a pixel.
- Choose a campaign objective. For a creator, Video Views or Community Interaction usually fit, meaning growth in followers and profile visits. The second objective works only with Spark Ads, that is, with already published videos from your account. How to link a video and get the authorization code is covered in the article on Spark Ads in TikTok.
- Set up the ad group. Define the audience: gender, age, location, interests and behavior, device type, or turn on smart targeting. This is also where you set the budget, schedule and bidding strategy. A custom audience (for example, people who have already watched your videos) must contain at least 1,000 matched users.
- Upload the creative. The recommended format is vertical 9:16 video of at least 540 × 960 pixels, up to 10 minutes long and up to 500 MB. For Spark Ads, the organic video is used as it is, together with its caption.
- Set up payment. There are three options: automatic charging from a card when a threshold is reached or on the billing date, manual prepayment (while the balance is empty, ads stop) and a monthly invoice for approved companies. Specific methods depend on the country.
- Wait for moderation. Most ads are reviewed within 24 hours; after edits, a rejected creative goes back for a repeat review.
For Spark Ads from your own account, TikTok offers to switch it to a business account. What you gain and what you lose in doing so (for example, part of the music library) is described in our piece TikTok business account or creator account.
CPM, CPC and CTR benchmarks
TikTok shows your CPM, CPC and CTR in Ads Manager reports, but does not publish market averages. All the figures below come from reports by third-party analytics services. They are calculated from advertisers connected to their platforms, most often online stores, and the geography of the sample is usually not disclosed. Each service uses a different methodology, so the numbers do not match.
| Source and period | CPM | CPC | CTR |
|---|---|---|---|
| Triple Whale, 2025, medians across 10 e-commerce industries | $3.79–6.33 | not reported | 0.49–0.73% |
| TwoMinuteReports, 2025, 2,500+ advertisers, medians by industry | not reported | $0.08–1.22 | 0.22–2.59% |
| TwoMinuteReports, 2025, Gaming industry | not reported | $0.49 | 0.48% |
| TwoMinuteReports, 2025, Media and Content | not reported | $0.24 | 0.56% |
| Lebesgue, 2026 update, e-commerce | $4.80 | not reported | 0.61% |
| Focus Digital, August 2025 to July 2026, median | $4.08 | not reported | 0.61% |
How to read these numbers:
- Different clicks give different CTR. In the same 2025 report, Triple Whale also has an overall CTR of 1.77% and CPM of $13.26, noticeably higher than the industry medians. According to Influee's interpretation, it counts all clicks, including likes and profile visits; Triple Whale itself does not disclose its methodology. Compare like with like, and better still, compare your own campaigns with each other.
- There is no data for Russia and the CIS. We found no reliable published benchmarks for CPM and CPC for a Russian-speaking audience. The figures from these reports cannot be carried over to your market one to one.
What the price depends on
Geo
The price of an impression forms in the auction: the more advertisers and money compete for a country's audience, the more expensive an impression is. We found no fresh, verifiable prices by country with an open methodology, so we do not give country figures. The practical takeaway is simple: do not include countries where people will not understand your language, because that is a direct loss of budget.
Niche
The spread between industries is huge. In the TwoMinuteReports report for 2025, the median CPC differs 15-fold: from $0.08 in online finance to $1.22 in software. Gaming and media are somewhere in the middle: $0.49 and $0.24 per click.
Season and day of the week
Before holidays, big budgets come into the auction. According to Focus Digital (2026), the fourth quarter is 22–30% more expensive than the rest of the year, CPM on Black Friday and Cyber Monday 2024 exceeded $6, and the cheapest month was January 2025 at $2.87. The same source names Saturday the cheapest day of the week and Thursday the most expensive. If you do not need to sell for the holidays, it is cheaper to run test campaigns outside November and December.
Creative quality
This is what you influence the most. A video that people watch to the end and click is shown more willingly by the system, and the result costs less. For the Video Views objective, TikTok counts focused views of 6 and 15 seconds. A good filter: if a video does not hold a viewer organically even for 6 seconds, it is too early to promote it. Run several variants of the video opening in one group and keep the one with better CTR and watch-through.
Advertising from Russia and the CIS
Since March 2022, TikTok has restricted uploading new content and live streams for Russia. According to Hi-Tech Mail (May 2026), the restrictions remain and there are no official statements about their return. Sources disagree about the ad dashboard. In the TikTok help center (November 2025 update), Russia is on the list of countries where you can create an ad account on your own in Business Center. At the same time, Kommersant (May 2025) and Unisender (January 2026) write that TikTok's internal ad tools do not work for Russian users, and brands are placed mostly through integrations with bloggers.
The 2022 restrictions were not introduced for other CIS countries. But in the same official list of countries for creating an ad account on your own, the only CIS country is Ukraine. Kazakhstan, Uzbekistan, Armenia and other countries are not there. Payment methods also depend on the country you indicated at registration.
Common mistakes
- A one-day test. The system does not have time to finish learning, and you draw conclusions from random numbers. Give a group at least a week.
- Constant edits. Sharp changes to the budget, audience or creative can restart learning. Change things no more often than once every two days and only a little at a time.
- Comparing with other people's medians. A CTR of 0.4% for a gaming channel is not necessarily a failure if a follower comes cheap. Look at the price of the result, not at a single metric.
- Horizontal video from a stream recording. TikTok recommends vertical 9:16. Cut a moment from the stream for the phone instead of using a 16:9 frame with black bars.
- Wrong legal name at registration. If it does not match the real one, the account may not be approved.
- Bots on top of paid ads. TikTok's rules prohibit artificial engagement and invalid clicks. Do not try to inflate clicks and impressions on your own ads.
Paid ads bring people in, and what keeps them is what they see on the stream. If you want a newcomer to land in a live chat and not in an empty broadcast, take a look at our services for TikTok promotion, and a starting online count for your stream is easy to put together in the viewer control panel.
Frequently asked questions
How much do TikTok ads cost in 2026?
There is no fixed price; the auction sets the cost. The official minimum in Ads Manager is more than $50 a day per campaign and more than $20 per ad group. According to analytics services' reports for 2025–2026, CPM is usually $4–6, but that is a market benchmark, not a norm.
What CTR is considered normal on TikTok?
There is no official norm. In the Triple Whale, Lebesgue and Focus Digital reports, typical CTR is about 0.5–0.8%, and by industry, according to TwoMinuteReports, it ranges from 0.2% to 2.6%. Compare yourself with your own past campaigns.
Can you run TikTok ads for $10–20?
Not in Ads Manager: the ad group budget must be above $20 a day and the campaign budget above $50. For small sums there is Promote inside the app, whose minimum budget is not officially published.
How is oCPM different from CPM?
In both cases you pay per thousand impressions. With CPM the system just collects impressions, while with oCPM it looks for people who are more likely to take the target action: follow, leave a request or buy.
Do TikTok ads work from Russia?
The data is contradictory. Russia is on the official list of countries for creating an ad account, but media write that internal ad tools do not work for Russian users. TikTok has not let people post new videos or stream from Russia since 2022.
