TikTok Promote or Ads Manager: which to choose for promoting videos and LIVE in 2026
Promote is a boost button built right into the TikTok app: pick a video or a stream, a goal, a budget and a duration, pay, and you're done. Ads Manager is a full ad account in the browser with campaigns, detailed targeting and reports, but it has an entry threshold: the daily campaign budget must be more than $50 and the ad group budget more than $20. If you need to give one video a push or bring people into a LIVE, start with Promote (for streams you must be 18+ with at least 1,000 followers). If you plan regular campaigns with tests and analytics, you need Ads Manager. For creators in Russia both tools are practically useless right now: since 2022 TikTok has not allowed publishing new content or going live from Russia.
What is Promote
TikTok describes Promote as a built-in ad tool for boosting videos and LIVE. It is for people who don't want to dig into an ad account: creators, small businesses and TikTok Shop sellers. The setup comes down to three questions: what are we promoting, who sees it, and how much and for how long do we pay.
Where to find Promote:
- on a video: the three dots, then the Promote icon;
- in TikTok Studio or Business Suite through the profile menu;
- before a stream, the icon above the Go LIVE button; during a stream, in the Share menu;
- in the browser, at tiktok.com/promote.
You can take a ready-made package or set up the promotion manually. The rules are strict: you can use Promote only from age 18, you can promote only public videos, and the music in the video must be your own original or cleared for commercial use. For such videos, use sounds from the Commercial Music Library, which according to TikTok holds more than a million tracks.
What is TikTok Ads Manager
Ads Manager is TikTok's ad account for business. Here you create a campaign, inside it ad groups with their own audience and budget, and inside the groups the ads themselves. This makes it easy to test several variants at once.
For a creator, the most useful format in the account is Spark Ads. It promotes a video already published from your account: all views, likes, comments and follows count toward the original post rather than a separate ad. You can also promote someone else's video (for example, your clip on another blogger's account), but only with the author's permission, which they give by sharing an authorization code.
How Promote differs from Ads Manager
| Parameter | Promote | Ads Manager |
|---|---|---|
| Where it works | In the app and on the web | In the browser, a separate account |
| Goals | 4 goals: account, leads, sales, LIVE | 8 goals in three groups: awareness, consideration, conversion |
| Targeting | Automatic, or gender, age, interests, location | Demographics, interests and behavior, devices, custom and lookalike audiences |
| Minimum budget | Not officially published | More than $50 a day per campaign and more than $20 per group |
| Payment | Coins, card, Promote balance, Ads Manager balance | Automatic payment, prepayment, monthly invoice |
| Reports | Promote dashboard with order history | Detailed reports by campaign, group and ad |
Goals
Promote has four. "Account promotion" brings video views, followers and profile visits. "Leads" means TikTok messages, calls and forms. "Sales" means website visits, conversions and purchases. "LIVE promotion" brings viewers and followers during a stream. For a streamer the first and the last are useful.
Ads Manager has eight goals: Reach, Traffic, Video views, Community interaction, Branded Mission, App promotion, Lead generation and Sales. The closest one for a creator is Community interaction: TikTok describes it as a goal for growing followers, profile visits and promoting a live stream. This goal works only through Spark Ads, that is, with your own published videos.
Targeting
In Promote you can leave audience selection to TikTok or set it manually: gender, age, interests and location. Manual setup helps you avoid paying for impressions in places where your language isn't understood.
Ads Manager offers more settings: demographics, interests and behavior, device type, automatic "smart" targeting, and custom audiences. For example, you can show a stream announcement to people who have already interacted with your account (TikTok requires at least 1,000 matched users), or build a lookalike audience from them to find new viewers.
Budget and payment
The minimum Promote budget is not stated in the official help center or the terms of service: you choose the amount and the duration when you create the order. Bids are calculated in dollars, and if you pay with coins, they are converted to dollars. You can pay for Promote with TikTok coins, a card (options depend on the country), the Promote balance and the Ads Manager balance if the accounts are linked. Mind the fees: buying coins in the iOS and Android app adds a mobile fee, while payment on the web version has none.
Ads Manager has three payment methods. Automatic payment charges the linked card when spending reaches a threshold or the billing date arrives. Manual payment is a hundred percent prepayment: while there is no money on the balance, ads don't run. The monthly invoice is only for approved companies. The minimum budget is published: the daily campaign budget must be more than $50, and the group budget more than $20. For a lifetime budget, the group minimum is counted as $20 for each day: a 31-day campaign requires at least $620.
Reports
Promote results are shown in the Promote dashboard along with the order history; TikTok does not officially list the full set of metrics. Ads Manager provides detailed analytics on three levels (campaign, group, ad) broken down by day, week and month, with period comparison, custom columns and data export.
Promote for LIVE: can you promote a stream
Yes. Promote has a separate "LIVE promotion" goal, which brings viewers into the stream and gains followers. The conditions: you are 18 or older, the account has at least 1,000 followers, and the stream itself doesn't violate the community guidelines and advertising rules.
- Prepare the stream: a title, a topic, a clear opening for those who join for the first time.
- Before you start, tap the Promote icon above the Go LIVE button, or start the stream and open Promote in the Share menu.
- Choose a ready-made package or set the audience and budget yourself.
- Pay for the order and watch how many people came and followed.
Turn on promotion once the broadcast has found its pace, not while you are still sorting out the sound. Another option is "Promote for others": since 2023 you can promote videos and streams of creators you work with, if they approve the request in the Promote permissions section.
In Ads Manager you can promote a stream too: in the description of the Community interaction goal, TikTok explicitly mentions promoting a live stream. The help center has no step-by-step guide for this. The separate formats for selling streams (LIVE Shopping and LIVE GMV Max) are designed for TikTok Shop sellers and don't suit a streamer without a store.
We wrote in detail about keeping new people in a stream in our article on how to get viewers in TikTok LIVE. And before paid promotion it's worth rereading the TikTok LIVE rules: a stream with violations won't be shown in recommendations anyway.
Restrictions for accounts from Russia and the CIS in 2026
In March 2022 TikTok announced that it was suspending live streams and uploads of new content in Russia because of the "fake news" law. According to Hi-Tech Mail (May 2026), the restrictions remain: from a Russian IP address, the official app does not let you stream or watch streams, upload videos or see new videos from other countries. Roskomnadzor has not blocked TikTok, though: the restrictions were introduced by the platform itself. There are no official statements about a return.
What this means for monetization and advertising:
- Monetization for creators from Russia, according to media reports, is disabled: there are no payouts for views and no bonus programs.
- Promote and LIVE promotion lose their point: if you can't publish videos or start streams from Russia, there is nothing to promote.
- Data on the ad account is contradictory. TikTok's help center (updated November 2025) lists Russia among the countries where you can create an ad account in Business Center yourself. At the same time Kommersant (May 2025) and Unisender (January 2026) write that the in-app ad tools don't work for Russian users, and Russian brands advertise mostly through blogger integrations.
The 2022 restrictions were not introduced for other CIS countries; they applied only to Russia. But in the same list of countries for self-service ad account creation, the only CIS country is Ukraine: Kazakhstan, Uzbekistan, Armenia and others are not there. Promote payment methods also depend on the country.
If you are in Russia and want to grow through streaming, it makes more sense to bet on accessible platforms: Twitch, YouTube, Kick and VK Video Live.
How to measure the result
The number of impressions says nothing by itself. Measure what the promotion left behind.
| Metric | What it shows | Where to look |
|---|---|---|
| Cost per follower | Budget divided by new followers | Promote, Ads Manager |
| LIVE viewers and peak concurrent | How many people came to the stream and how many were there at once | Promote, stream summary in TikTok Studio |
| Watch-through and average watch time | Whether the video or stream holds new people | TikTok Studio, Ads Manager |
| CPM, CPC, CTR | Cost per thousand impressions, cost per click and click-through rate | Ads Manager |
| Gifts and comments | Whether new viewers got drawn into the stream | Stream summary |
For the Video views goal in Ads Manager, TikTok counts "focused views" of 6 or 15 seconds, and it is a good benchmark: if a video can't hold people even for 6 seconds, it's too early to promote it. Also watch whether new followers come to your next streams. If you earn from monetization in streams, compare your Promote spending with gifts; we covered how coins turn into diamonds and money in our piece on gifts in TikTok LIVE.
Common mistakes
- Promoting a weak video. Money speeds up impressions but doesn't fix the content. Promote what already holds people well without ads.
- Using someone else's music. A video with a track that lacks commercial rights won't pass in Promote. Edit with sounds from the commercial library from the start.
- Turning on promotion at the start of a stream. New people land on the sound check and leave. Launch it when the stream is already lively.
- Expecting a guaranteed result. Under the Promote terms TikTok does not guarantee reach or effectiveness, and a completed order is usually not refunded.
- Going to Ads Manager with a small budget. With a minimum above $50 a day, a one-off test there costs more than in Promote.
- Mixing paid promotion with bots. The Promote terms prohibit generating automated and invalid impressions and clicks, and the community guidelines prohibit artificial engagement.
Paid promotion works better when the stream already has life in it: a newcomer is more willing to stay where the chat is active and people are sitting. You can help with the starting online through the TikTok viewers service, and it's convenient to put together a plan for your stream in the viewer control panel. Other growth tools are collected in the TikTok promotion section.
Frequently asked questions
How much does Promote cost on TikTok?
The minimum amount is not published in TikTok's official help center. You choose the budget and duration when you create the order, and the options depend on the goal and the country. Bids are calculated in dollars.
What is the minimum budget in TikTok Ads Manager?
The daily campaign budget must be more than $50, and the daily ad group budget more than $20. For a lifetime budget, the group minimum is $20 multiplied by the number of days.
Can you promote TikTok LIVE through Promote?
Yes, through the "LIVE promotion" goal. You must be over 18 and have at least 1,000 followers. You can turn on promotion above the Go LIVE button or during the stream through the Share menu.
Can you pay for Promote with coins?
Yes, TikTok coins are one of the official payment methods. Besides them there are a card, the Promote balance and the Ads Manager balance. Buying coins in the mobile app carries an extra fee; on the web version there is none.
Do Promote and TikTok ads work from Russia?
Practically not. Since 2022 TikTok has not allowed publishing new videos or going live from Russia, and monetization, according to media reports, is disabled. Russia is on the official list of countries for creating an ad account, but media write that the ad tools don't work for Russian users.
